Keary McCarthy
Executive Director

Keary McCarthy is the Executive Director of the Ohio Mayors Alliance. Keary helped form the Ohio Mayors Alliance in 2016 to build greater collaboration among Ohio’s mayors and stronger partnerships between local, state, and federal lawmakers. Keary brings over 15 years of experience in government and politics to his role. He previously served as the Minority Chief of Staff in the Ohio House of Representatives and as the Chief of Communications and Policy at the Ohio Bureau of Workers’ Compensation. Keary has also worked on a variety of statewide campaigns in Ohio, including the 2008 presidential campaign. He received his bachelor’s degree in history from Wittenberg University and his master’s in urban affairs from Cleveland State University. Keary is a life-long Ohio resident and lives in Columbus with his wife, Lori, and their two young children.

Todd Bradley, Ph.D.
Policy Director

Todd Bradley, Ph.D. most recently was an Associate Professor of Political Science at Indiana University Kokomo, for almost 20 years. Dr. Bradley has many years of experience working with elected officials, nonprofits/interest groups and local communities in domestic and international markets. His expertise in political and economic development has nurtured educational policies, civil liberties and other reform efforts. Lastly, Dr. Bradley has helped enhance self-empowerment of marginalized communities by stressing the importance of having a “seat at the table” in shared governance models.

Sarah Biehl
Senior Policy Advisor

Sarah is a lawyer and policy advocate who has over 15 years experience advocating for children and families with a holistic focus on education, health policy, and juvenile justice. Before joining the Ohio Mayors Alliance as a senior policy advisor, Sarah was a stay-at-home mom for several years and as a result, supporting parents in a myriad of better ways is her hot button issue. Sarah’s prior professional experience includes work at Legal Aid Chicago, where she designed and operated a legal clinic in a west side Chicago high school, and policy work at the Ohio Poverty Law Center and Children’s Defense Fund-Ohio. Sarah grew up in rural northwest Ohio and is passionate about using data and high quality research and information to craft public policy that works for people in all neighborhoods and communities in Ohio. Sarah earned her law and bachelor’s degrees at Ohio State University and lives in Bexley with her husband Michael, her daughters, an exuberant dog, and an extremely fluffy cat.

Katherine Liming
Communications & Events Manager

Katherine Liming is a recent graduate of the University of Dayton, where she received her bachelor’s degree in communications and political science. During her time in college, she held internships with the City of Cincinnati Mayor’s office, the Downtown Dayton Partnership, and the Ohio Senate. During college, she was also a Dayton Civic Scholar through the Fitz Center for Leadership in Community.
