Ohio Mayors Alliance Statement on Senate Omnibus Amendment to HB 110

Columbus, OH – Today, the Ohio Senate Finance Committee adopted an omnibus amendment for House Bill 110, the state’s operating budget. The amendment did not contain any changes to the provision in the previous version of the budget that allowed for retroactive refund requests for individuals displaced by the pandemic for 2020 and 2021.
The following statement may be attributed to Keary McCarthy, executive director of the Ohio Mayors Alliance:
“Our mayors have made it clear that this provision will be detrimental to the fiscal health of their local communities and to the economic recovery of our entire state. Our communities fully expect to feel the effect of future revenue impacts because of shifts in the workplace and they accept this reality, but moving the goalposts by allowing for retroactive refunds could greatly harm local communities as they work their way through the pandemic. We look forward to continued discussions with the House, Senate, and Governor’s office.”
